# How to Monitor Government Tenders in 93 Countries With an AI Agent

Governments are among the largest buyers in almost every economy, and most of what they buy is published. Every contract notice, correction and award has to appear on a public portal. So the data is public. Actually using it is harder.

The problem is that "published" means published on *that country's* portal, in *that country's* language, in *that portal's* format. France publishes on BOAMP. Germany on öffentlichevergabe.de. Poland on e-Zamówienia. The Netherlands on TenderNed. The UK on Contracts Finder and Find a Tender. The EU puts larger contracts on TED, but not everything, and not always in the same shape. A team selling cybersecurity services across Europe would need to check a dozen portals every day, in six languages, and still wouldn't know who won last time.

This guide shows how to hand that job to an AI agent. We ran every example below on September 29, 2026. The results are real notices from real portals.

## What you need

- An agent that speaks MCP: Claude, Cursor, or any other MCP client.
- The Anysite MCP server connected to it. The REST API works too if you'd rather script it.

Two kinds of data do the work:

1. **A cross-portal tender search.** One call covers 81 national procurement portals plus EU TED, 93 countries in total. You filter by keyword, country, source and publication date. Every notice comes back in the same shape: source, country, title, buyer, publication time, submission deadline, stated value and currency, link and status.
2. **Portal-level endpoints.** These give the detail the cross-portal search leaves out, like the full notice, CPV codes, contact details and, for award notices, the winning supplier and awarded value.

For the US, the SAM.gov and USAspending sources cover federal opportunities, contractor registrations and spending.

## Step 1: Find open tenders across Europe

Start with the question your bid team actually asks:

The English in italics is the agent's translation. Portals publish in their own language. The agent reads the German and Polish titles and summarises them for you, so nobody on the team needs to speak Polish to spot a relevant tender.

A few practical notes from this run:

- **Values are often missing.** Many notices don't publish a value until the award. Only four of the rows above carried one. Treat a missing value as unknown, not zero.
- **Large tenders show up twice.** Contracts above EU thresholds appear on the national portal *and* on TED. The Z-CERT tender, for example, came from both TenderNed and TED. Ask the agent to merge rows with the same buyer and title.
- **Keywords match loosely.** "cyber" also pulled a few insurance tenders whose TED text mentions cyber risk. The agent filters those out when you tell it what you sell ("we sell security services, skip insurance").
- **Use local terms for recall.** Over the REST API, add the local keyword yourself (*cyberbezpieczeństwo*, *IT-Sicherheit*, *cybersécurité*). An agent does this on its own if you ask it to.

## Step 2: See who won before you bid

An open tender tells you what a buyer wants. Past awards tell you whether you can win and at what price. Ask:

The agent calls the Contracts Finder search filtered to awarded notices. Here are some cybersecurity-related awards published in September 2026:

Even this small sample says a lot. The £20M+ central-government contracts go to global consultancies. Softcat, a reseller, keeps winning mid-sized council and agency deals: it won four cyber-related contracts worth £3.75M in total in September alone. Specialists like Bridewell, Arcanum and Cyberlab win focused work between £90K and £2M. If you're a 50-person security firm, that middle band is your market, and those are the names you're up against.

## Step 3: Turn the award into an account brief

This is the step a tender database can't do. The agent has the same data layer for companies and people, so it can keep going:

A company lookup gives the size behind each winner. Softcat has about 3,200 employees, Bridewell about 400, and Accenture over 700,000. With that, the award list becomes a competitive map: who wins which size of contract, and with which buyers.

From here the same conversation can go wherever your GTM motion needs it:

- **For bidding.** Build a brief on the buyer: past awards, typical contract size, incumbents and upcoming renewals (contract end dates are on many award notices).
- **For partnering.** A company that just won a £1M+ contract often needs subcontractors, tools and people. An award is a buying signal. Find the winner's delivery and security leads and reach out while the contract is starting.
- **For market sizing.** Aggregate awards by sector and country to see where public money in your category is going.

## Step 4: Put it on repeat

Checking once is research. Checking every morning is a process. Schedule the ask in your agent. In Claude, that's a scheduled task. Any agent that runs on a timer will do.

A routine we'd start with:

- **Every morning:** new tenders for your keywords in your target countries → Slack channel for the bid team.
- **Every Monday:** contract awards in your sector from the past week, with winners and values → a shared sheet.
- **Every Monday:** a one-paragraph brief for each tender that made the shortlist → CRM.
- **First of the month:** top buyers and top incumbents by country → a short deck for planning.

Results come back newest first. `sources` and `countries` combine as a union, so passing `sources: ["boamp"]` with `countries: ["DE"]` returns French BOAMP notices *and* German ones. Check the endpoint reference for the list of supported sources and countries. Some sources, TED among them, need a keyword.
